Manager, Project Planning & Execution (Toronto, ON, CA)

Expected Salary Range: $124055 - $155069 Annually

Target Variable Performance Pay: 15%

The final salary offered will be determined based on a holistic assessment of the candidate’s experience, education, training, and alignment with the role’s requirements. Reporting to the Senior Manager, Capital Projects (Ex Ag Initiated), the Manager, Project Planning and Execution is responsible for the day-to-day management of the assigned portfolio associated with Toronto Hydro’s externally initiated and transit projects, including project planning, customer connections, engineering evaluations, development of coordination agreements, design reviews, execution of projects using approved contractors, auditing and inspections. They will also manage relationships with stakeholders, to guide, review and coordinate activities between connection impacts and work execution.

The incumbent will be responsible for internal and external stakeholder reporting, including tracking and reporting on project performance, and acting to mitigate day-to-day issues and risks as required, to ensure adherence to Toronto Hydro’s terms and conditions of required service agreements.

KEY RESPONSIBILITIES:

Leads the execution and coordination for large-scale design & construction projects under the mandate of applicable provincial regulations
Manages and mitigates day-to-day issues and risks to ensure project/plan attainment, on schedule and as per budget
Leads a team of technical professionals to deliver day-to-day program support while providing guidance and direction to team members, managing safety, attendance, performance and development for all identified internal resources.
Acts as primary point of contact to assigned projects and stakeholders for the escalation, mitigation and resolution of day-to-day issues at the operational project level
Oversees the planning, design, and engineering review including third-party engineering assessment review
Performs extensive feasibility studies
Leads specialized third-party engineering reviews including: engineering review of structural drawings, load/vibration calculations, and shoring designs.
Supervises requirements and specifications when assets are transferred for energization, including review of 3rd party inspections/auditing prior to energization
Acts as a liaison between internal and external stakeholder groups to strengthen relationships and enhance the overall customer experience.
Leads the day-to-day relationships with external contractor vendors to project/program attainment completion, including delivery of contractor orientation, safety management, adherence to standards and quality, site plan approval, schedule attainment, resourcing and budget attainment
Tracks and reports on all aspects of project performance (schedule adherence, project status reporting, identified key performance indicators, resource balancing, scope, budget/financial management)
Manages, tracks and reviews funding allocations to project allocations aligned to parameters outlined in Toronto Hydro/terms and conditions of services agreement
Establishes and negotiates terms and conditions to support services agreement and manages, monitors and administers all aspects of the day-to-day operational contractual agreement between Toronto Hydro and assigned Projects
Leads, supports or participates in organization-wide strategic initiatives
Supports the organizational risk identification and mitigation process

REQUIREMENTS:

Bachelor Degree in Engineering (Electrical Preferred)
Registered Professional Engineer (P.Eng) in the Province of Ontario
Five (5) or more years of engineering design, planning, construction and/or commercial project execution experience
Five (5) or more years of progressive supervisory/project leadership experience
Project Management Professional (PMP) designation is strongly preferred
Demonstrated financial acumen with expertise in managing project budgets and delivering accurate financial reporting preferred
Hands-on experience overseeing large-scale construction projects and programs considered an asset
Experience with program/portfolio management – demonstrated experience managing Engineering/Procurement/Construction Projects
Experience in leading the execution of large-scale projects – inception, design to in service; Knowledge of transportation projects an asset

Technical Trainer and Work Methods Lead (Toronto, ON, CA)

Reporting to the Manager of Stations & Distribution Automation, the Engineer will join a highly skilled engineering team, tasked with the upkeep and expansion of critical electrical infrastructure found in municipal transmission and distribution substations. Projects involve the installation, alteration, extension and/or repair of a variety of electrical equipment; controlled, monitored and/or automated by complex circuity, electronics, and advanced communication networks.

KEY RESPONSIBILITIES:

Provide both conceptual and detailed design services for substation capital and reactive maintenance projects
Co-ordinate projects, prepare cost estimates, and collaborate with key stakeholders, including: equipment suppliers, contractors, and other utilities
Perform engineering studies and/or calculations, including: short circuit analysis, load flows, arc flash hazard assessments, protective device coordination, equipment selection & sizing, protection relay settings, and ground grid design
Develop equipment testing and commissioning plans, witness and approve equipment FAT, SAT testing
Configure and program SEL and GE station control systems, protection relays and distribution system network communications equipment

REQUIREMENTS:

Bachelor’s degree in Engineering (Electrical preferred)
Registered Professional Engineer in the Province of Ontario
6+ years of Engineering experience
Must hold valid Class “G” Drivers License.
Proficiency in IEC 61850 GOOSE messaging protocol, including configuration, testing, and troubleshooting of peer‑to‑peer protection and control signals within utility communication networks is strongly preferred.
Knowledge of protection and control concepts preferred
Familiarity with various station equipment, including switchgear, breakers and power transformers; proficiency in programming GE and SEL protection relays preferred
Familiarity with SCADA systems, RTUs and data concentrators; station network topologies; relevant ethernet and serial communication protocols; copper, fiber optic and wireless communication systems preferred
Experience in the development of protection philosophies and the application of substation protection schemes
Proficiency in system modeling using engineering analysis software such CYME, ETAP or SKM an asset
Knowledge of, and ability to look-up and correctly interpret relevant industry standards, including: CSA, ANSI, IEC and IEEE; relevant code, including: OESC, NESC, DSC, TSC, OBC, EUSR and UWPC; and relevant legislation, including: OHSA and Reg. 22/04

WORK ILLUSTRATION:

Reporting to a Manager, the incumbent provides a wide range of technical services for internal and external customers, which confirm technical soundness, reliability, safety and cost effectiveness of the utility. REQUIREMENTS:

Registered as a Professional Engineer in the province of Ontario.

The Contract, Capital and Maintenance Program Analyst is responsible for the effective business operations associated with Toronto Hydro-Electric Systems Limited (THESL) Capital program. Responsibilities include: data gathering, data analysis, identifying gaps and trends as well as producing reports related to the THESL Capital and Maintenance Work Programs. The incumbent will develop processes, procedures and tools to ensure governance and compliance in the delivery of the THESL Capital and Maintenance Execution Work Program. The Analyst will also develop databases and automated reports to assist leaders and external stakeholders in the efficient and effective management of the capital work programs.

KEY RESPONSIBILITIES:

Analysis of gaps and trends for various projects/programs.
Prepares reports pertaining to project/program status and outcomes.
Manage performance of contractors
Identifies gaps and trends and performs analyses to determine root causes and develops recommended solutions.
Gathers data, performs data analysis and creates reports ensuring accuracy of data.
Leads and participates in process improvement initiatives as well as process mapping activities in support of departmental continuous improvement programs.
Liaises with internal and external stakeholders to assist in the successful coordination and delivery of project/ execution.
Creates and maintains reporting applications, forms and customized databases.
Performs periodic analysis and monitoring of operations data for the purposes of quality assurance.
Participates in corporate wide initiatives to support overall business strategy.
Supports the development of rate applications to the regulator including, preparation of narratives, assisting with responses to interrogatories and supporting witness preparation needs related to THESL Capital Execution Work Programs.

REQUIREMENTS:

Bachelor degree in Engineering (Electrical and Civil Engineering preferred).
Three (3) - Five (5) plus years’ of experience in data analysis, gap analysis and reporting results.
Three (3) - Five (5) plus years' of experience in business process redesign, analysis for business projects, identification areas for improvement and development of new initiatives.
Two (2) or more years of experience in construction project environment.
Class G license strongly preferred.
Familiarity with SAP enterprise modules is an asset.
Project/program management experience preferred.
Certified Business Analyst Professional (CBAP) designation is an asset.
Project Management Professional (PMP) designation is an asset.
Excellent verbal and written communication skills in assisting in customer experience and stakeholder management.
Excellent analytical and business solution development skills to deal with escalated matters, including the proven ability to function effectively in a dynamic environment.
Fully proficient in the use of Microsoft Office applications including advanced working knowledge in MS Excel, MS Project, MS Access and MS Word.
Able to proactively flag At-Risk areas of business based on analysis of data and KPIs.

Reporting to the Manager, Stations, the Contract Administration Analyst will lead the administration of internal/external driven financial and contractual transactions supporting all capital, reactive and maintenance, program delivery and budgetary attainment.

Leads financial and contractual administration activities accountable for managing transactions from project inception to capitalization on projects annually
Administers the Capital, Reactive and Maintenance, Capital Contribution Process ensuring financial transactions are received and allocated to projects
Act as the RC Financial and contractual lead and liaison to stakeholder groups including design & engineering, internal and external construction team, program management, procurement, finance, legal and standards & policy
Develops event and probability forecasting for capital contributions in alignment with delivery scheduling.
Prepare reports pertaining to project/program status and outcomes and administers monthly reporting including project progress accruals, actual vs estimated variance analysis and invoice receipting
Proactively flag at-risk areas based on analysis of data and KPIs.
Conduct periodic field visits for on-going station project
Works closely with Program Management Consultant and Financial Analyst on transactional project requirements, status reporting and event forecasting
Supports construction team with material, tools and PPE orders
Support Stations design & construction teams for material management coordination with Procurement & supply chain teams.
Supports asset recognition and de-recognition close out process.
Responsible for the development and improvement of databases and processes in support of project and regulatory requirements and ongoing productivity improvement initiatives
Participates in process improvement initiatives as well as process mapping activities in support of departmental continuous improvement programs.

REQUIREMENTS:

Bachelor’s degree in Business Administration, Commerce or related field from an accredited University, a combination of experience and education may be considered
Three to five (3-5) years of experience in finance, analytics and project coordination
Class G License preferred
Two (2) or more years of experience in construction project
Knowledge of SAP preferred
Advanced Excel skills including pivot tables and experience with Microsoft Office applications, including PowerPoint and Word.
Previous electrical utility experience preferred.
Project Management Professional (PMP) designation is an asset.
