As we navigate a rapidly evolving energy landscape, we are seeking a Vice President, Engineering and Asset Management. 

 

As a member of the Senior Leadership team, the Vice President will have direct accountability for providing strategic leadership and operational oversight for the asset planning and engineering functions within the organization, including short and long-term distribution system planning, integrated portfolio planning and reporting, maintenance planning, standards, quality and policy, and enterprise program management. The incumbent will additionally oversee planning and execution of supply chain and procurement and asset attachments and leases.  They will foster a positive and inclusive workplace culture, leading and mentoring a diverse team, identifying best practices and opportunities for improvement in safety, productivity, and technology. They will also be responsible for root cause identification in reliability, quality, and failure investigations to ensure continual improvement and operational excellence.

 

In this role the Vice President will have a major cross-functional impact within Toronto Hydro, and in turn, on the City of Toronto, our customers, and other critical stakeholders with a focus in developing and executing organizational strategy, and be fully accountable for delivering on Toronto Hydro’s commitments to stakeholders. 

 

The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.

 

KEY RESPONSIBILITIES:

  • Oversees and guides the forecasting, planning, execution and reporting of the organization’s short, medium and long-term asset strategy and plans (including infrastructure capacity, load plans, generation and grid solution options) to advance the grid’s short and long-term infrastructure health and reliability. 
  • Consistently provides a sustainable, reliable and secure grid through advanced system planning, asset management and the adoption of relevant information technology and aligns asset strategy and plans to regulatory applications and filings to secure funding in support of infrastructure renewal.  
  • Confirms reactive maintenance plans in place to address reactive repairs on the distribution system and comply with required timelines for remediation.
  • Oversees and guides the development of asset analytics strategies, frameworks and methodologies to continually improve the sustainability, reliability and security of the organization’s asset infrastructure. 
  • Supports continual improvement through the development of new and modification of existing engineering standards, standard design practices, and engineering policy to provide a safe and reliable grid to customers and advance grid investment to enable economic growth, customer connections and City infrastructure.
  • Develops strategies and provides leadership of supply chain and procurement functions.  
  • Oversees and guides the forecasting, planning, execution and reporting for the delivery of supply chain and procurement services and vendor performance for the overall organization.
  • Monitors supply chain risks and takes action to mitigate as needed while providing guidance and oversight for the commercial use of asset infrastructure for joint use, monitoring performance and financial outcomes from ventures.
  • Confirms day-to-day systems, processes and activities are delivered safely, on time, on budget in accordance with legislative requirements, quality standards and customer expectations.  
  • Oversees enterprise capital and maintenance program delivery, progress, performance and attainment of regulatory outcomes and provides recommendations for short-term trade-offs to mitigate safety, sustainability or reliability risks to infrastructure renewal programs.  
  • Provides relevant, timely, quality reporting for Senior Executive and Board to demonstrate confidence in delivery and status of asset investment plans.  
  • Develops strategies and plans to support asset and operations performance and productivity and continual improvement.
  • Coaches and develops a diverse team of senior leaders to facilitate the day-to-day asset planning, engineering and supply chain and procurement function
  • Confirms systems, processes, standards and methodologies are in place to provide safe, reliable asset planning, engineering and supply chain operations activities that comply with required internal and external quality standards and applicable regulations and legislation.  
  • Manages business unit performance, attendance, employee labour relations, talent acquisition, development, succession and engagement in accordance with organizational systems and programs and acts to close gaps as required.
  • Builds and manages relationships with external stakeholders and vendors to enable the execution of asset planning and engineering strategies and plans, leverage opportunities and mitigate risks.  
  • Oversees the competitive bid-process for the outsourcing activities within portfolio and manages compliance and performance based on agreed upon terms and conditions for contracts.

 

REQUIREMENTS:

  • Undergraduate degree in Electrical Engineering; other Engineering disciplines may be considered with associated relevant experience.
  • Fifteen (15) or more years experience with a focus on electrical utility operations (design and construction, asset management, engineering). Experience in gas or telecommunications may be considered.
  • Ten (10) years’ of progressive leadership experience, preferably in a unionized environment, minimum of three (3) years of senior management people leadership experience.
  • Registered Professional Engineer (P.Eng) in the Province of Ontario. 
  • Project Management Professional preferred.
  • Masters level degree in Business Administration or Engineering preferred.
  • Demonstrated experience in developing and managing strategic partnerships with internal/external stakeholders.
  • Proven ability to engage with executives, senior leadership teams, and board members (as required) on operational matters.
  • Strong knowledge of the utilities sector, including electrical and civil design and construction.
  • Senior leadership level problem solving and decision-making, strategic planning and project management skills.
  • Strong financial acumen and budget management, including management of budget and scope changes for external projects.

Toronto Hydro has introduced a Hybrid Work Arrangement. This position allows for remote work up to three days per week, based on business needs.  Employees will be required to come onsite on those days when they are involved in activities that they or their leader feel are better conducted in person. You are expected to live in Ontario and within reasonable commuting distance of the office.
