Supervisor, Major External Projects

Reporting to the Director, Major External Projects, the Supervisor, Major External Projects will be responsible for the day-to-day management of projects associated with Metrolinx, including project planning, customer connections, engineering evaluations, development of coordination agreements, design reviews, execution of projects using approved contractors,  auditing and inspections. They will manage relationships with stakeholders, to guide, review and coordinate activities between connection impacts and work execution.


The Supervisor will be responsible for internal and external stakeholder reporting, including tracking and reporting on project performance, and take action to mitigate day-to-day issues and risks as required, to ensure adherence to Toronto Hydro’s terms and conditions of required service agreements.


The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.

  • Leads the coordination of projects between Toronto Hydro and Metrolinx.
  • Manages and mitigates day-to-day issues and risks to ensure project/plan attainment, on schedule and as per budget.
  • Participates in Metrolinx’s project impact assessments
  • Engages in early asset expansion and reinstatement planning.
  • Acts as a liaison between internal stakeholder groups .
  • Supervises a team of Analysts and other project delivery.
  • Provides day-to-day guidance and direction to team members, managing safety, attendance, performance and development for all identified internal resources.
  •  staff to deliver day-to-day program/project support
  • Executes early works relocations directly with external contract resources through complete project lifecycle.
  • Performs extensive feasibility studies.
  • Supports the organizational risk identification and mitigation process.
  • Leads specialized third party engineering reviews including: engineering review of structural drawings, load/vibration calculations, and shoring designs.
  • Conducts rigorous inspections.
  • Oversees the planning, design, and engineering review (including third-party engineering assessment review).
  • Provides guidance to ensure work completed via contractors meets existing or new organizational standards, requirements and specifications.
  • Leads customer connections on major projects including the implementation of all Conditions of Service requirements.
  • Acts as primary point of contact for Metrolinx (and stakeholders) for the escalation, mitigation and resolution of day-to-day issues at the operational project level.
  • Responsible for comprehensive and concise internal and external stakeholder reporting.
  • Tracks and reports on all aspects of project performance.
  • Manages, tracks and reviews funding allocations to project allocations aligned to parameters outlined in Toronto Hydro terms and conditions of services agreement.
  • Establishes terms and conditions to support services agreement and manages, monitors and administers all aspects of the day-to-day operational contractual agreement between Toronto Hydro and assigned Metrolinx
  • Performs other duties as assigned                                   




  • Undergraduate degree in engineering (Electrical/Civil)
  • Masters level degree preferred
  • Professional Engineer in the province of Ontario
  • Project Management Professional (PMP) preferred
  • Ten (10) or more years experience in engineering design/planning
  • Five (5) or more years of progressive supervisory/project leadership experience; supervision of both internal/external resources
  • Experience with program/portfolio management – demonstrated experience managing Engineering/Procurement/Construction Projects
  • Experience in leading the execution of large scale projects – inception, design to in service; Knowledge of transportation projects an asset
  • Experience in project tracking and reporting and financial management
  • Knowledge of utility design and construction standards
