The incumbent would be responsible for managing the forecasting, planning, executing and reporting in support of day-to-day power system event management (dispatch) and coordination of switching operations including switching isolations and planned outages to support internal and external work groups, customer-initiated work and other utilities. Oversees and manages the execution of all power system related events, specifically, responsible for directing the delivery of “closed loop” power system services arising from inbound power system outages, police, fire, ambulance or any other external utility or agency and all outbound work management activities including prioritization, resources assignment and logistics related to reactive construction and maintenance.

 

The incumbent has primary responsibility for the achievement of regulatory service levels and corporate performance targets related to power system events. S/he acts as the designated point of contact for incoming and outgoing mutual aid support, managing and maintaining systems, processes, procedures and internal and external stakeholder relationships to support. Responsible to manage and lead grid specific analysis to support improvements to design and configuration of the distribution system, providing reactive analysis to identify outcomes and learnings from system events. S/he oversees development of the strategic operational technology (OT) modernization roadmap, leads implementation of OT initiatives and manages critical OT systems and platforms (e.g. SCADA and Network Management System). S/he oversees systems, processes and procedures to support proactive power system and grid optimization analytics. In addition, the incumbent acts as a subject matter expert in support of control room related technology projects, initiatives, enhancements and upgrades, as it relates to the operationalization and integration of new technologies within the control centre and dispatch processes and management systems. 

 

KEY RESPONSIBILITIES: 

                                          

  • Oversees and manages the forecasting, planning, executing and reporting in support of day-to-day power system event management (dispatch) and coordination of switching operations. 
  • Directs a team of Managers in the safe and efficient coordination of power system events, switching isolations and planned outages (for internal/external work groups, customer-initiated work and other utilities), including analysis, prioritization, scheduling, design and logistics to all power system events.
  • Acts as departmental interface between control authority and internal/external operational work groups to optimize workflow and resolve issues, as it relates to the timing and scheduling of planned switching operations.
  • Manages centralized 24/7 inbound call centre/dispatch for all power system related activities to validate effective event work execution through prioritization, scheduling and logistics, while guaranteeing effective utilization of all resources, compliance with regulatory service levels and the protection of public and employee safety.
  • Collaborates with Control Centre, Grid Response, and Emergency Management leadership to manage response to system events, incidents, and major outages.
  • Manages annual budget, plans, scorecards and measures consistent with corporate, divisional and departmental goals.
  • Manages system and processes to conduct grid specific analysis (proactive and reactive), risk assessments and contingency assessments to identify outcomes and learnings from system disturbances and identify alternative design opportunities and/or switching configuration to optimize safety, reliability, cost and customer outcomes. 
  • Uses data from management control and reporting systems and short-interval control mechanisms to improve internal processes and the safety and reliability of distribution system.
  • Develops scenario specific risk mitigation plans and action reports and makes recommendations to inform and support changes to planned capital or predictive maintenance programs.
  • Configures and utilizes the Control Centre’s existing analytics platform. 
  • Develops proactive data models and decision-making tools and techniques through grid analytics, seeking opportunities to continuously improve management and technology systems, processes and procedures. 
  • Validates systems and processes in place to monitor data quality and models and maps uploaded to technology systems in a timely manner.
  • Oversees and manages departmental activities to comply with required environment, health and safety (EHS) legislation, regulations, policies, procedures and practices. 
  • Conducts office inspections and audits performance for alignment with requirements.
  • Provides coaching and feedback to supervisors and employees to reduce and/or eliminate EHS hazards and risks, introduce controls and maintain and improve EHS performance.
  • Conducts incident investigations and root cause analysis (proactive and reactive) to continually drive EHS performance.
  • Acts to resolve escalated health and safety concerns. 
  • Attends safety meetings and contributes as a subject matter expert to the development of organizational environmental health and safety management and technology systems and programs. 
  • In alignment with organizational programs, practices and collective agreements, manages employee performance, attendance and training and development. 
  • Provides coaching and feedback to motivate and engage employee outcomes in the attainment of organizational goals; acts to address gaps in performance which may impact outcomes.
  • Provides varied growth opportunities and supports specific rotations for all employees.
  • Develops strategy for operational technology to support modernization of grid operations function. 
  • Works with internal stakeholders (i.e. Engineering and Information Technology), leads and manages all control room related technology projects (new systems, upgrades, enhancements) acting as a subject matter expert. 
  • Coordinates, plans and manages all operational aspects of multi-year grid monitoring and control projects including implementation, engagement and training as it relates to control room and dispatch management systems and processes.
  • Ongoing operation and optimization of control room and dispatch systems, including data quality, reporting and continuous improvement.
  • Participates in industry organization and associations and maintains good business relationships/alliances with industry stakeholders and mutual aid organizations, including IESO, Hydro One and ESA. Seeks best practices and opportunities to collaborate to further common interests.
  • Manages terms and conditions for the provision of third-party services to ensure vendors meet or exceed established performance.

 

REQUIREMENTS:

                                                       

  • Undergraduate degree in Engineering (Electrical is strongly preferred) or Electrical Technology diploma with equivalent demonstrated experience
  • Ten (10) years professional level experience in utility planning, design, construction, or operations.
  • Minimum five (5) years progressive supervisory leadership experience.
  • Minimum three (3) years experience in grid operations engineering, event management, or control room operations
  • Post graduate degree in Business or Engineering (preferred)
  • Certified Engineering Technologist (CET) or Professional Engineer (P. Eng.) in the province of Ontario
  • Knowledge of utility grid operations, grid control room operations
  • Knowledge of 24/7 work management processes for response and planned work functions
  • Demonstrated knowledge of applicable work practices, procedures and safety requirements
  • Knowledge of Utility Work Protection Code
  • Knowledge of risk management principles
  • Advanced knowledge of distribution systems, including automation technologies
  • Awareness of the electricity industry changes and the ability to predict trends
  • Knowledge of design and foundations of different electrical systems (e.g. URD, CRD/CLD, radial loop and secondary mesh network)
  • Knowledge of provincial transmission and bulk system operations
