Responsible for leading Toronto Hydro's most complex corporate strategy and enterprise risk management initiatives with significant autonomy and executive visibility. Acts as senior project manager for high-impact, high-complexity strategic initiatives and enterprise risks, independently defining scope, governance structures, and approaches for ambiguous or evolving challenges.
Leads complex strategic problem-solving and expert options analysis, designing and executing comprehensive assessments that directly inform executive and Board decision-making.
Owns the market intelligence process for assigned initiatives and across domains, identifying emerging trends and synthesizing insights into actionable strategic foresight for senior leadership. Serves as trusted advisor to executives and business leaders, providing strategic counsel and challenging organizational thinking.
The incumbent is responsible for independently building implementation plans, project charters, risk frameworks, mitigation strategies, and roadmap milestones; executing comprehensive project and risk reporting for leadership audiences; and making autonomous decisions on project direction within delegated authority.
Designs and implements new tools, methodologies, and frameworks to advance strategic planning and enterprise risk management practices across the organization. Builds and maintains strategic relationships at senior organizational levels (Director+) to drive collaboration, influence organizational direction, and maintain an enterprise-wide perspective.
Provides mentorship and guidance to consultants on complex strategic and project management challenges.

KEY RESPONSIBILITIES:
- Leads complex strategic assessments, evaluates potential courses of action, and develops recommendations to address business challenges and opportunities
- Conducts strategic analysis, utilizing methodologies such as gap analysis, jurisdictional scans, stakeholder engagement, SWOT analysis, and scenario planning to identify opportunities, align teams, and drive actionable outcomes through interactive facilitated exercises
- Leads the development of strategic planning and risk analysis, and supports the preparation of presentations, materials, and follow-up actions or initiatives in support to the Executive Team and the Board of Director meetings, as well as broader organizational priorities and goals
- Leads the collection and analysis of internal and external data to identify industry trends, emerging risks, market developments, and stakeholder insights that inform strategic decision‑making and proactively identify opportunities and threats
- Synthesizes findings into clear, actionable reports and presentations for Senior Executives and the Board, supporting both corporate strategy development and enterprise risk planning
- Acts as a senior project manager to drive high‑impact strategic initiatives and enterprise risk priorities, applying strong facilitation and planning skills to ensure successful execution and alignment with the corporate strategic plan and enterprise risk management program
- Builds and maintains strategic relationships across the organization to support collaboration, alignment, and integration of enterprise risk and corporate strategic initiatives
- Identifies areas of strategic interest for internal stakeholders in support of organizational objectives, promoting cross-functional synergy and innovation
- Leads strategic initiatives by facilitating status reporting, developing charters, roadmaps, and dashboards, consolidating updates for leaders, and supporting projects in establishing risk management frameworks and assessing risk exposure and performance
- Supports enterprise risk management by collecting, analyzing, and reporting risk data, conducting quarterly risk interviews with business units, and maintaining the enterprise risk register including heat‑map development
REQUIREMENTS:
Education & Experience:
- Undergraduate degree in Business Administration, Engineering, Accounting, Finance, Economics, or a related field; Master's degree (MBA, MPA, Economics, Public Policy) is an asset
- Professional designations (risk management, PMP, CFA, P.Eng. or a related field) is required
- Experience with electrical utility or other highly regulated industries required; deep knowledge of Ontario's electricity sector is highly desirable
- Five (5) to Seven (7) years of progressive experience in corporate strategy and/or enterprise risk management, with demonstrated track record managing high-complexity initiatives and cross-functional collaboration at senior organizational levels
- Previous internal or external experience in strategy and risk consulting strongly preferred, with demonstrated application of structured problem-solving methodologies
Technical Expertise & Strategic Capability:
- Expert project management skills with proven ability to independently lead high-complexity, high-stakes strategic initiatives and enterprise risks from ambiguous problem definition through successful implementation
- Deep understanding and expert application of risk management best practices and standards such as COSO ERM 2017 (Committee of Sponsoring Organizations of the Treadway Commission), ISO 31000:2018 Risk Management Guidelines, and electricity industry Enterprise Risk Management (ERM) frameworks, with ability to design and adapt frameworks to organizational context
- Mastery of strategic planning frameworks, problem-solving methodologies, and advanced analytical approaches (scenario planning, decision analysis, options analysis, portfolio optimization)
- Deep knowledge of the electricity sector and market, including regulatory frameworks (Ontario Energy Board), utility economics, competitive dynamics, and emerging business models
- Expert understanding of key market trends and disruptions impacting the energy sector with ability to independently assess strategic implications (electrification, DERs, grid modernization, climate policy, regulatory evolution)
- Advanced proficiency in risk and project management tools, data analytics platforms, and Microsoft Office Suite
- Strong knowledge of sustainability risk concepts, ESG factors, and climate-related financial disclosures
Advanced Analytical & Strategic Thinking:
- Superior strategic thinking and problem-solving skills with ability to structure ambiguous problems, design analytical approaches independently, and develop actionable recommendations
- Ability to synthesize diverse, complex information from multiple sources and distill insights for executive and Board consumption
- Proven ability to challenge organizational assumptions and provide alternative strategic perspectives
- Advanced data analytics skills including complex financial modeling, business case development, cost-benefit analysis, risk quantification, and sensitivity analysis
- Strong business and financial acumen with deep understanding of utility economics, rate-making, and financial drivers
Executive Communication & Advisory:
- Exceptional verbal and written communication skills with proven ability to prepare Board-level materials, facilitate executive discussions, and deliver compelling presentations to senior audiences
- Executive presence and demonstrated ability to serve as trusted advisor to C-suite executives and senior business leaders
- Ability to effectively communicate complex ideas, influence organizational direction, and drive change across all levels of the organization including Board of Directors
- Proven ability to anticipate executive questions, address concerns proactively, and deliver difficult messages with diplomacy and credibility

This position is based in a hybrid environment allowing for remote work two days per week, based on business needs. Employees will be required to come onsite Tuesday to Thursday. You are expected to live in Ontario and within reasonable commuting distance of the office.
