Reporting to the Senior Manager, Regulatory Legal Services, the Regulatory Counsel is responsible for performing detailed regulatory legal research, analysis and evidence development activities; engaging and collaborating with internal stakeholders on complex regulatory matters; providing regulatory legal advice to senior leaders; and advocating for the organization’s interests through regulatory proceedings. The incumbent will also consult with business unit stakeholders to educate the organization on the impact of regulatory laws, policies, processes and decisions, contribute regulatory expertise to the development and implementation of business processes and key documentation, and execute departmental activities to implement the regulatory strategy, promote regulatory acumen in the organization, and advance rate application objectives.
The Regulatory Counsel will work as part of a multi-functional department specializing in regulatory affairs and government relations and interact on a daily basis with a diverse group of leaders and coworkers from various technical backgrounds (such as other lawyers, accountants, public policy specialists, engineers, customer relations representatives, etc.). The incumbent is expected to handle matters with flexibility and creativity, bringing business acumen and a strategic mindset on top of core legal skills.
KEY RESPONSIBILITIES:
- Develops well-supported and well-articulated legal opinions, interpretations, and advice on regulatory legal matters, including persuasive regulatory evidence and arguments in support of the organization’s regulatory applications, based on best practices and current case law.
- Represents and advances the organization’s regulatory strategy, acting as a subject matter expert within the organization and at regulatory proceedings and industry stakeholder engagements.
- Provides analysis, advice and recommendations to senior leaders on regulatory laws, strategy, proposed policy developments, government relations advocacy, internal process developments, and issues management with an eye to corporate objectives.
- Participates in cross-functional projects and initiatives representing the regulatory team.
- Prepares briefing and presentation materials and generates legal analysis to inform regulatory strategy and issues management activities.
- Liaises with internal and external stakeholders (e.g., regulatory staff, industry peers) in support of the organization's issues management activities.
- Interacts with external counsel (as required).
REQUIREMENTS:
- Bachelor of Laws Degree (LL. B) or Juris Doctor (J.D.) from a recognized Law School.
- Member in good standing with the Law Society of Ontario.
- One (1) or more years of experience (post-call to the bar).
- Working knowledge of administrative, business, and corporate/commercial law principles and the energy sector, particularly regarding regulation of energy utilities preferred.
- Analysis of complex legal and policy matters and application in a practical (business) context.
- Excellent oral and written advocacy, mediation and negotiation skills.
- Skilled in policy and strategy development.
- Well-developed project and time management skills.
- Strong communication skills (oral, written, presentation, facilitation and active listening) and ability to effectively engage with non-legal audiences.
- Demonstrated ability to receive and effectively process complex information (legal and policy) in a fast-paced environment.
- Good judgment and decision-making skills.
- Proven track record in developing and managing internal and external stakeholder relationships.
Toronto Hydro has introduced a Hybrid Work Arrangement. This position allows for remote work up to three days per week, based on business needs. Employees will be required to come onsite on those days when they are involved in activities that they or their leader feel are better conducted in person.
