The Rates Consultant/Senior Analyst is accountable for conducting all aspects of technical analysis and studies on issues related to the regulated distribution electricity rate environment, providing inputs to the Company’s revenue, budget, planning, financial, and regulatory processes.  This includes load and customers forecasting, rate design, rate implementation, and policy in support of the Company’s applications for distribution rates, and as required in the Company’s day-to-day operations.  In addition, the Rates Consultant/Senior Analyst is responsible for supporting various settlement processes related to the Wholesale energy markets, and providing ancillary subject matter expertise support on rates-related matters as required.

The Incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.

Successful candidates must possess the following competencies and will be pre-screened for those bolded prior to the interview portion of the selection process. Competencies are listed in order of significance.

 

 

Key Responsibilities:

  • Conducting analysis and studies using research and data skills on rates issues such as load forecasting, rate design, rate implementation and rates policy
  • Providing, developing and defending forecasting models for load and customer numbers as inputs to budget, planning, and for preparation of rate filing evidence.
  • Supporting and monitoring regulatory applications
  • Structured, self-management of multiple and complex work activities, utilizing project management methodologies and Key Performance Indicators (KPIs)
  • Preparing and presenting variance reports for different internal and external stakeholders
  • Ensuring quality and timely delivery of work products in support of strategic and operational activities
  • Performing monthly wholesale settlement processes (IESO invoices, NUG data, RESOP/FIT/MFIT data) as required by the IESO Market rules and as an input into monthly financial reporting
  • Reviewing, configuring and implementing new rates – distribution, commodity, regulatory - as determined by the OEB or other regulatory bodies (i.e. Ministry of Energy, IESO) into the billing system

 

Competencies:

  • Undergraduate/Graduate degree in Engineering, Math, Economics, Computer Science and/or Business
  • Three (3) to five (5) years relevant utility experience
  • Knowledge of rate regulation – Provincial energy rate regulation preferred (consideration for other rate regulated markets)
  • Knowledge of regulator/regulated environment, electricity industry and wholesale settlement process
  • Demonstrated structured data management analytical skills (e.g. data mining and validation)
  • Strong understanding of data models and business processes (e.g. forecast modelling and reporting)
  • Strong skills in prioritization, organization and time management
  • Project management: Ability to manage multiple projects and effectively engage and influence stakeholders
  • Application/tool proficiency: Excel, databases, SQL and data visualization tools, such as Tableau or similar
  • Understanding of basic accounting preferred
  • Good verbal and written communication skills
