The final salary offered will be determined based on a holistic assessment of the candidate’s experience, education, training, and alignment with the role’s requirements. For positions covered by a collective agreement, placement within the range will follow the applicable step or classification.
The Operation Support Services Analyst is responsible for supporting the effective business operations within the Facilities department, responsibilities include data gathering, data analysis, identifying gap/variance/trend, conducting research and preparing reports, support department projects and programs, and providing recommendations against findings to support departmental performance objectives. Additionally, provides support to leaders in the day-to-day operations of the Facilities management department at Toronto Hydro.

KEY RESPONSIBILITIES:
- Collect, monitor, track, and analyze operational, financial, and performance data related to Facilities Maintenance programs to support evidence-based decision making.
- Identify gaps, variances, trends, and cost drivers (e.g., plan vs. actual), and provide timely, accurate reporting on a periodic and ad hoc basis.
- Conduct quantitative and qualitative analysis, including trend and statistical analysis, and visualize results through dashboards, reports, and presentations that provide actionable insights.
- Prepare business cases, forecasts, and other analytical inputs to support departmental initiatives and investment decisions.
- Assist in the preparation of annual operating budgets, including data validation, forecasting assumptions, and variance analysis.
- Conduct research and apply benchmarking against peer utilities and relevant industries to support the adoption and adherence to industry best practices.
- Develop and maintain performance metrics, statistical tracking methodologies, and standards to measure effectiveness, quality, and efficiency against established targets.
- Perform post implementation evaluations of programs, projects, and processes to assess effectiveness and achievement of desired outcomes; provide recommendations for continuous improvement.
- Assist in the identification, creation, documentation, and maintenance of business processes and workflows, including the establishment of governing performance standards relevant to facility operations.
- Perform audits of invoices and work orders to ensure compliance with established procedures, contractual requirements, and financial controls.
- Support departmental projects and programs by providing analytical, reporting, and administrative assistance that contributes to overall operational effectiveness.
- Develop training materials and documentation, and assist with the facilitation of training for staff, students, and coordinators within the Facilities department.
- Support confidential Request for Proposal (RFP) processes, including analysis of submissions, vendor evaluations, and recommendations; assist with vendor selection activities.
- Manage the Contractor Pre Qualification process, including application processing, ongoing monitoring of vendor compliance and status, and acting as a point of contact for internal and external stakeholders.
- Assist with administration of the Corporate Credit Card program, including system access updates, account set up and cancellation and issue resolution
- Represent the Facilities department in meetings in the absence of the Supervisor, as required.
- Up to 10% travel may be required, OSS supplier audits, RFP presentations and supplier visits. Interacts regularly with suppliers.
- Provide analytical and administrative support to ensure the effective day to day operations of the Facilities department.
REQUIREMENTS:
- Undergraduate degree in Business Administration or college diploma preferred
- Three to five (3-5) years of experience in business process redesign, analysis for business projects, identification of areas for improvement and development of new initiatives
- Class G Driver’s license required
- Experience in Facility Management or Property Management considered as an asset
- CSCMP, PMP or other Project management designation considered an asset
- Proficient in data management practices and capable of extracting, querying, and handling large (i.e. hundreds of thousands of records) amounts of data
- Fully proficient in use of MS Office (Excel – Intermediate/Advanced level)
- Awareness of project management processes, principles and methodologies
- Creative, innovative, forward thinking, takes initiative
- Good understanding of customer service environments, willing to help other departments and work both in a team environment and independently

This position is based in a hybrid environment allowing for remote work two days per week, based on business needs. Employees will be required to come onsite Tuesday to Thursday. You are expected to live in Ontario and within reasonable commuting distance of the office.
