WORK ILLUSTRATION:

Responsible for the day-to-day, end-to-end delivery of an outsourced portfolio of the organization’s capital, customer connection, maintenance, and externally initiated programs.  This includes providing technical guidance and management of projects and programs using selected vendors through all phases of the project or program delivery to ensure on-time and on-budget completion of assigned work program in compliance with approved Toronto Hydro standards, procedures, and commitments.  The incumbent is responsible for supervising a small team of professional and technical resources (internal and external) including providing coaching, feedback and mentoring on organizational processes and procedures. 

 

The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.

 

 

KEY RESPONSIBILITIES:                                           

  • Provides day-to-day guidance and support to assigned vendors to ensure the work package viability (cost, customer, assets function, reliability, safety, and environment) and timely, cost-effective work completion (schedule adherence, actual vs. estimate, change order management) of assigned work programs
  • Participates in both pre and post construction meetings (planned and actual), working closely with the assigned third-party auditor to ensure compliance with all required processes and procedures is maintained during project work
  • Reviews assigned projects and scope packages to ensure material is current and relevant and validates the assigned contractor has the right skills and experience for the required work (based on previous history and performance)
  • Reviews budgetary estimates and initiates, as required, the change request process through Program Management
  • Manages the relationships with assigned vendors to ensure project execution is completed according to work plans
  • Leads short-interval planning and review meetings with vendors to ensure safety management, adherence to standards and quality, schedule attainment and resourcing
  • Monitors contractor performance (including legal compliance, non-conformance reports, and compliance to Toronto Hydro policies), identifying issues and solutions to close gaps as required
  • Takes action to mitigate and resolve project delivery issues as they arise with internal and external stakeholders that could impact work program attainment
  • Reviews and oversees external services contractors to ensure the terms of the negotiated agreements are met, including invoicing, budget reconciliation for project, and unit price contract management 
  • Participates as a subject matter expert on organizational projects and initiatives, to improve systems, processes and practices                                                        

REQUIREMENTS:  

  • Bachelor Degree or College diploma in Engineering (Electrical discipline preferred)
  • Certified Engineering Technologist (CET) or Professional Engineer (P.Eng) in the province of Ontario
  • Project Management Professional Certification (PMP) (Preferred)
  • Five (5) or more years utility design and/or construction experience – asset planning, design and construction operational experience, program management.
  • Three (3) - Five (5) years of supervisory and/or project management experience
  • Driver’s license (G Class) required
  • Strong knowledge of the electrical distribution system, utility design, civil infrastructure, construction standards and operations
  • Strong knowledge of applicable safety and legislative requirements and associated regulations and rules
  • Vendor/contractor management skills
  • Knowledge of OHSA, Toronto Hydro/EUSA Rule Book, Transportation of Dangerous Goods and relevant safety, electrical and environmental legislation and regulations
  • Familiar with reading electrical drawings, work protection codes, feeder/operating prints, overhead, underground work practices and standards
  • Understanding of project management methodology, project oversight and control
  • Experience in developing and administering contracts to leverage external resources to support capital work program
  • Strong working knowledge of the Microsoft Suite (Excel, PowerPoint, Word)
  • Strong stakeholder engagement and influencing skills
  • Excellent written and verbal communication skills   

                                                     


 

Toronto Hydro has introduced a Hybrid Work Arrangement. This position allows for remote work up to three days per week, based on business needs.  Employees will be required to come onsite on those days when they are involved in activities that they or their leader feel are better conducted in person. You are expected to live in Ontario and within reasonable commuting distance of the office.
