The Manager, Meter Data Management (MDM) is responsible for the development and oversight of Toronto Hydro’s Advanced Metering Infrastructure and Meter Data Management systems leading to the successful collection and validation of metering data for billing. The incumbent will be responsible for system performance and billing data, ensuring data is compliant with multiple regulatory bodies such as the Ontario Energy Board, Measurement Canada, Independent Electricity System Operator etc. The Manager, MDM will be expected to actively participate in regulatory and compliance working groups to drive the direction of the industry and will be responsible for legislative compliance. They will also act as a business liaison working with the Information Technology project and support teams to initiate system upgrades to improve business productivity with minimal disruption to business operations. The incumbent will manage continual change in processes resulting from a high degree of reliance on technology systems and applications.

 

KEY RESPONSIBILITIES:

  • Supervises a team of professionals responsible for the daily operations and maintenance of Toronto Hydro’s Advanced Metering Infrastructure (AMI) and Meter Data Management (MDM) Systems. 
  • Develops and executes Toronto Hydro’s Suite Metering program.
  • Provides day-to-day leadership in the development of Information Technology/Operational Technology integration strategies between Meter Hardware, Wireless Communication Technologies, Customer Care and Billing Applications, Advanced Metering Infrastructure, Meter Data Management Systems and seeks opportunities to optimize the performance of the metering technology in collaboration with IT, Engineering and Field Services                       
  • Responsible for maintaining compliance over Toronto Hydro’s metering data, validation rules in alignment with the latest regulations (e.g., Measurement Canada, Canadian Standards Association, Ontario Energy Board, IESO, etc.)
  • Participates in the development of long-term investment strategies and manages the existing metering asset base to maximize life and optimize rates
  • Identifies and implements effective solutions through operational analysis and process reviews to meet the business goals of the department and organization.
  • Ensures a high degree of data integrity through control and audit of processes and procedures used to capture, validate and estimate data.
  • Ensures programming logic used to validate and estimate data in providing consistent and appropriate results and engaging troubleshooting teams as appropriate.
  • Drafts policies, procedures and methodologies for the division and documents as appropriate
  • Works closely with IT project teams as business subject matter expert to implement new technology systems or upgrades related to Metering technology and infrastructure, including developing user requirements, design input, testing and troubleshooting.
  • Sets appropriate standards, measures and controls to ensure departmental objectives are met. Troubleshoots system problems through working with IT, project and vendor teams.
  • Provides technical support to the Customer Care division on electrical issues including EMF and RF (Electro Magnetic Field and Radio Frequency)
  • Manages external vendors and related budgets. Oversees the preparation and execution all Request for Proposals / Request for Information (RFP/RFI) for Metering hardware, software from facilitation of proposal selection process, vendor negotiation through to the execution of the final agreements and contracts
  • Develops and implements vendor performance requirements and reports on outcomes in response to vendor issues as required

 

REQUIREMENTS:

  • University Degree in Engineering, Information Technology, Computer Science or related discipline
  • Seven (7) years of relevant professional experience; experience with data management systems strongly preferred
  • Five (5) years of progressive people/project leadership experience
  • Professional Engineer (P. Eng) strongly preferred
  • Experience with AMI’s, MDM Systems, Billing systems, remote communications technology, Oracle databases strongly preferred
  • Sound understanding of meter to bill processes, billing system
  • Understanding of billing data and validation and estimation processes
  • Fully proficient in MS Office, MS Project, Visio, Access and other standard technology tools
  • Ability to write basic SQL scripts
  • Demonstrated knowledge of relevant safety, electrical, work protection codes and environmental legislation, regulations and practices
  • Demonstrated knowledge of distribution and transmission systems
  • Thorough understanding of metering hardware, AMI and MDM systems
  • Knowledge of data collection, wireless communications and billing systems
  • Understanding of billing data, measurements and validation and estimation processes
  • Working knowledge of Metering Data Systems such as IEE, MV90, EA_MS, Prime Read
  • Understanding of legislative requirements pertaining to the measure of electricity consumption
  • Creative troubleshooting and problem-solving skills

Toronto Hydro has introduced a Hybrid Work Arrangement. This position allows for remote work up to three days per week, based on business needs.  Employees will be required to come onsite on those days when they are involved in activities that they or their leader feel are better conducted in person. You are expected to live in Ontario and within reasonable commuting distance of the office.
