WORK ILLUSTRATION:
Toronto Hydro is seeking a dynamic, values‑driven leader to join our Health & Safety team and play a critical role in strengthening a proactive, learning‑focused safety culture across the organization. The successful candidate will bring a strong sense of urgency, proactively step in to take the lead, and thrive in a complex, high‑speed operating environment where informed action and timely decision‑making are essential.
Reporting to the Director, Health & Safety, this role offers a meaningful opportunity to lead health and safety initiatives while shaping how people think about risk, learning, and operational excellence. As Manager, Health & Safety, you will inspire and develop a team of Health & Safety professionals and partner closely with business leaders to embed safety into everyday work and decision‑making.
In this role, you will lead modern, forward‑looking health and safety strategies that align with organizational priorities, strengthen safety management systems beyond compliance, and support continuous improvement. You will play a key role in improving health and safety performance across the organization through close partnership with business leaders. This includes identifying, assessing, and mitigating hazards, risks, and incidents, while championing Human and Organizational Performance (HOP) principles rooted in trust, learning, and operational insight, and recognition that performance is shaped by system conditions.

KEY RESPONSIBILITIES:
- Provide strategic leadership to a multidisciplinary Health and Safety team to deliver both planned and reactive client support aimed at identifying hazards, understanding work as performed, and managing risk.
- Manage and lead escalated work refusals and critical incident investigations, providing visible, thoughtful, and responsive health and safety leadership at incident sites as required.
- Oversee the review, consolidation, and interpretation of health and safety performance data, ensuring timely and accurate reporting.
- Act as a trusted advisor to senior leadership by guiding the identification, management, and mitigation of health and safety risks and incidents, and implementing improvement plans to drive a proactive safety culture and enhance organizational performance, while fostering an environment where employees feel safe to speak up, share concerns, and contribute to learning without fear of blame.
- Collaborate with internal and external stakeholders to identify risks, establish objectives, target and develop programs that demonstrate a proactive safety culture and continual improvement while ensuring compliance with applicable legislation
- Advance a proactive, learning‑oriented safety culture that aligns with organizational strategy, legislative obligations, and recognized international standards
- Partner with the Program Lead to embed enterprise health and safety standards, frameworks, and methodologies consistently across the organization
- Champion Human and Organizational Performance (HOP) principles by enabling operational learning, strengthening critical controls, and reducing exposure to serious harm
- Provide executive oversight and guidance for serious incident reviews, ensuring systemic issues and improvement opportunities are identified and addressed
- Lead sensitive and complex health and safety investigations, ensuring consistent problem definition, evidence review, system‑learning analysis, and development of effective, sustainable actions to strengthen system performance
- Provide oversight and approval of investigation and incident assessment deliverables, ensuring cross‑functional alignment, action ownership, and timely closure
- Support and influence the serious incident review process by challenging findings, driving organizational learning, and advancing meaningful, sustainable safety improvements
REQUIREMENTS:
- Undergraduate university degree in Health, Safety and/or Industrial Hygiene or a related science field
- Professional designation such as Canadian Registered Safety Professional (CRSP), Certified Industrial Hygienist (CIH), or Registered Occupational Hygienist (ROH) required
- Seven (7) to ten (10) years of progressive experience in health and safety program design, development, implementation and reporting and auditing
- Three (3) to five (5) years of progressive/project leadership experience
- Experience with health and safety management systems
- Experience with ISO 45001 certifications
- Valid G drivers’ license
- Master’s degree in science, in fields of Occupational Health, Safety, Industrial Hygiene, or related science field (preferred)
- Utility/Industry experience preferred
- In‑depth knowledge and understanding of current industry Environment and Safety regulations, standards, and best practices, and their application within complex operational systems
- Proven project management, problem‑solving, and decision‑making capabilities in complex environments with competing priorities and system constraints
- Strong stakeholder engagement, facilitation, influence, and change management skills to support a learning-oriented and trust-based safety culture
- Excellent verbal and written communication skills, with the ability to communicate complex risk and learning insights clearly across all levels of the organization

This position is based in a hybrid environment allowing for remote work two days per week, based on business needs. Employees will be required to come onsite Tuesday to Thursday. You are expected to live in Ontario and within reasonable commuting distance of the office.
