The salary range shown above reflects the expected  compensation for this position. The final salary offered will be determined based on a holistic assessment of the candidate’s experience, education, training, and alignment with the role’s requirements. For positions covered by a collective agreement, placement within the range will follow the applicable step or classification.

 

 

WORK ILLUSTRATION:

 

The Health & Safety Specialist plays a critical role in shaping how health and safety is understood and practiced across the organization. As a trusted subject matter expert, you will partner closely with business units to embed safe work practices, enable consistent application of enterprise health and safety standards, and support the ongoing evolution of the Health & Safety Management Systems.

 

With a strong field‑based focus, you will work collaboratively alongside operational teams to build trusted relationships and strengthen risk management in high‑risk operating environments. By partnering with leaders and frontline employees, you will support safety transformation at the point of work, by verifying control effectiveness, enabling operational learning, and reinforcing system reliability while recognizing that human performance is shaped by system conditions, and that errors are opportunities for learning and strengthening controls.

 

You will also provide responsive health and safety expertise during emerging issues and emergency situations, contributing timely guidance and technical insight when it matters most. Grounded in integrity and professionalism, you will model ethical behaviour and uphold Toronto Hydro’s values, policies, and regulatory commitments and will help to create an environment where people can do their best work safely, today and into the future.

KEY RESPONSIBILITIES:

 

  • Build trusted partnerships with Operations and business units by understanding work‑as‑done, identifying risk conditions, and strengthening critical controls
  • Facilitate and participate in HOP‑aligned learning activities, including learning teams, risk-based field verifications, observations, and walkthroughs across office and job sites
  • Support leaders and teams in creating an environment where people feel safe to speak up, raise concerns, and contribute to continuous learning
  • Provide practical, evidence‑based recommendations to support risk reduction
  • Liaise with regulators on reporting requirements, work refusals, spills, complaints, and environmental matters
  • Support return‑to‑work activities, as required
  • Execute assigned HS workstreams within the pooled service delivery model to improve and strengthen field practice and critical controls, as well as build operational capacity.
  • Provides field‑based feedback to support continuous improvement
  • Deliver risk partnering, capability‑building activities, contractor safety checks, and public safety outreach, as prioritized
  • Collaborate with stakeholders to co‑develop and verify practical, effective safety solutions
  • Support HS management systems (ISO 45001, ISO 14001) through field‑based audits, control checks, compliance monitoring and insight generation to improve system performance, and identifying emerging risks
  • Identify system gaps, constraints, and capacity needs. Documenting the effectiveness and ensuring improvements are sustained and observable in the field before closure in the system.
  • Participate in health, safety, and environmental emergency response activities
  • Lead learning-focused incident reviews from site assessment through reporting, emphasizing system factors, operational context, and opportunities to strengthen defenses rather than assigning blame
  • Provide rotational after‑hours standby support, as required

 

 

REQUIREMENTS:

 

  • Bachelor/ Undergraduate degree in Health & Safety, Environmental Science, or related field
  • Canadian Registered Safety Professional (CRSP) designation (in pursuit as a minimum)
  • Valid G drivers’ license
  • Five (5) or more years of progressive experience in Health and Safety or Industrial Hygiene work
  • Post Graduate Certificate/ Diploma in Health and Safety is an asset
  • Knowledge and experience with the development, implementation and monitoring of an HS management system, including evaluating control effectiveness in the field
  • In-depth understanding of utility policies and practices, Rule Book and other government and bylaws pertaining to distribution equipment and personnel
  • Thorough understanding of Occupational Health and Safety Act (OHSA) Legislation and Regulations, Environmental Protection Act, Ministry of Labour, Immigration, Training and Skills Development and Ministry of Environment, Conservation and Parks practices and procedures.
  • Strong and innovative approach to problem solving and continual improvement , with a focus on system factors and sustainable solutions
  • Demonstrates an active commitment to safety through learning, engagement, and continuous improvement
  • Excellent analytical and communication skills, with the ability to interpret field conditions and support operational learning
  • Results driven and strong organizational/ time management skills
  • Strong ability to influence and persuade others to support safe work practices and a learning-oriented culture

This position is based in a hybrid environment allowing for remote work two days per week, based on business needs. Employees will be required to come onsite Tuesday to Thursday. You are expected to live in Ontario and within reasonable commuting distance of the office.
