WORK ILLUSTRATION:
Reporting to the Manager, HR Business Services, provides day-to-day HR business services support to assigned portfolio of internal business unit client group. They operate as the main point of contact for the planning and execution of talent acquisition, onboarding, job design, succession planning and career management and employee relations services to business unit leaders and employees. Collaborates with business unit leaders to effectively and efficiently deliver high quality services that advance the employee experience. Through the development of a thorough understanding of the operational needs for the business unit they support, the incumbent acts to develop solutions to business unit people related matters that balance the unique and/or emerging needs of the assigned client group. Measures and monitors client satisfaction and results. Contributes to both talent acquisition, onboarding, and employee labour relations program management and support; and participates in People & Culture and departmental projects as a subject matter expert.
The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.

KEY RESPONSIBILITIES:
- Collaborates and partners with assigned internal client group(s) to deliver efficient, effective and high-quality services in the areas of talent acquisition, onboarding, job design, succession planning, career management, and employee labour relations.
- Acts as the first point of contact for assigned business unit leaders to obtain human resources advice, consultation to day-to-day people services inquiries, and issues to support the employee life cycle.
- Resolves day-to-day problems in people services delivery areas.
- Plans and executes key activities for the attraction, development and retention of talent.
- Manages risks at each phase of talent acquisition to support on time, quality outcomes for departmental performance and attract top tier, diverse talent to meet short and long-term resourcing needs for the organization.
- Provides advice, recommendations and coaching to leaders to support employee labour relations queries and issues, collective agreement interpretation, and attendance and performance improvement initiatives.
- Conducts employee investigations (as needed) to address employee labour relations matters.
- Identifies opportunities and recommends actions to support people services strategies and plans, in consideration of specific client business unit needs and operations.
- Utilizes technology systems and tools to support people services process delivery as per program requirements to confirm and report on client group satisfaction, results, and outcomes.
- Creates professional presentations and reports to consolidate information and recommendations for use in the delivery of people services.
- Drafts and updates talent acquisition and onboarding program content to continually improve the delivery of people services to the organization, create a strong employment brand, attract top-tier diverse talent to the organization, and advance the employee experience.
- Supports the design, review and testing of new or updated management and technology systems and/or tools for talent acquisition, onboarding, job design, succession planning, career management and/or employee labour relations.
- Supports change management, engagement, and implementation plans for new or updated systems and/or tools.
- Drafts employee labour relations program content to continually improve the delivery of people services to the organization.
- Consolidates and compiles documents to support the escalation and resolution of grievances and arbitrations.
- Reviews historical cases, legislation, and relevant collective agreements and internal documents, working with internal leaders to document evidence to support the successful resolution of grievances and arbitrations, summarizing relevant facts and information to support defensible results.
- Coaches and supports witnesses in the preparation for cases.
- Meets with union stewards and representatives to assist with grievance resolution and prepares letters of reply.
- Acts as a subject matter expert to provide advice on People & Culture and/or departmental special projects.
- Participates and engages across the business unit and/or organization to support project goals and outcomes.
REQUIREMENTS:
- Undergraduate degree in Human Resources, Social Science, Business, or related discipline.
- Certified Human Resources Professional or Leader (preferred).
- Five (5) or more years of progressive and relevant human resources experience, with a focus on consulting in unionized environments preferred.
- Demonstrated experience with the interpretation of collective agreements, grievance/ arbitration preparation, collective bargaining support, and/or executing recruitment activities in a unionized environment strongly preferred.
- Internal/external consulting experience (considered an asset).
- Knowledge of human resources best practices (processes and systems) in the areas of human resources, organizational development, talent acquisition and strategic sourcing, job design, compensation and employee labour relations.
- Working knowledge of Canadian labour and employment laws.
- Knowledge of or aptitude to learn direct sourcing/talent acquisition skills – experience with LinkedIn® recruiter and Boolean searches.

This position is based in a hybrid environment allowing for remote work two days per week, based on business needs. Employees will be required to come onsite Tuesday to Thursday. You are expected to live in Ontario and within reasonable commuting distance of the office. #LI-Hybrid
