Reporting to the Manager, Facilities Planning & Project Execution, the Facilities Program Specialist is responsible for project, program governance, and financial management including; project creation, planning, reporting, maintaining vendor scorecards, chairing quarterly scorecard meetings, relevant documentation and closure.

 

KEY RESPONSIBILITIES:

  • Responsible for the oversight of assigned Facilities programs and the regulatory and legislative compliance associated with occupancy and operations of Toronto Hydro facility centres; responsible for establishing and assessing the future requirements and identifying exposure and risks related to Facilities programs 
  • Independently supports facility capital projects in occupied buildings with a focus on office renovations and construction, furniture installations, A/V infrastructure and set up 
  • Executes building changes such as Mechanical & Electrical scopes of Facility capital projects with the support of External consulting firms and contractors
  • Reviews & provide feedback on space planning layouts to internal clients and external contractors; make changes to layouts in AutoCAD as required
  • Updates all internal and external stakeholders regularly and develop relationships with key stakeholders to ensure project success. 
  • Acts as single point of contact for all Facility Office renovations and furniture installations
  • Updates Space planning (Opex) in AutoCAD & Archibus database (or similar)
  • Reviews OPex/CAPex budgets for Facilities, monitors and makes recommendations for improvements 
  • Develops key strategic relationships with senior leaders and assigned internal clients, facilitates/conducts information gathering, analysis and assessments workshops to execute on functional requirements and to provide results/recommendations for the alignment and integration of the Facilities program into the business unit operations
  • Develops, enhances and prepares reporting to support Facilities programs and portfolios
  • Gathers large data from various sources; analyzing and identifying gaps/trends and variances (plan vs actual) 
  • Prepares reports pertaining to the analysis of results to management for decision making.  Provides timely and accurate reporting on a regular basis of the Facilities programs.
  • Assists in the preparation of annual budgets; estimates, inventory and forecasting data
  • Maintains vendor scorecards, governance and oversight while leading quarterly business reviews (Non-conformance report, orientation, training compliance, safety infractions, etc.)
  • Leads and/or supports departmental projects. Assists in the identification, creation, development and maintenance of business process flows and establish governing performance standards relevant to Facilities
  • Identifies gap/opportunity/business processes and provides sustainable options for continuous business improvement associated and develops business cases for projects, performs benchmarking studies to identify best practices and support the selection, planning and delivery of Facilities projects

 

REQUIREMENTS:

  • Bachelor’s Degree
  • Five (5)+ years of experience in Facilities Management or Office renovation & fit out or facility construction, including identifying areas for improvement, supporting process redesign and new initiatives; and optimizing business operations
  • Knowledge of Office furniture, brands, distributors, installers, assembly strongly preferred
  • Class G Driver’s license required
  • Expertise in building management, office renovations, design, and construction projects preferred
  • Experience in facility/building operations, including operational systems and infrastructure preferred
  • Proven experience managing construction projects, including renovations, infrastructure upgrades, and building maintenance preferred
  • PMP or other Project Management designation considered an asset 
  • Superior verbal and written communication skills with strong influencing and negotiating skills.
  • Strong stakeholder engagement and project management skills
  • Focus on Operations Management or Operations Research considered an asset
  • Knowledge of and experience in the facility/building operations is preferred
  • Utility industry experience is an asset
  • Strong problem-solving, decision-making and analytical skills 
  • Strong organizational and time management skills, with the ability to multi-task and meet deadlines. Strong strategic business focus and commitment to partnering with business units to enable them to meet their objectives
  • Contractor management and Knowledge of the Occupational Heath and Safety Act
  • Proficient in AutoCAD for building design and space planning.
  • Advanced skills in MS Office, MS Project, SAP, Visio, and other project management tools.
  • Ability to develop statistical tracking methodologies to track performance and measurement against set standards of quality.
  • Ability to develop dependable feedback systems and tracking and good understanding of business issues and challenges, specifically in a customer service environment
