The Director of Regulatory Affairs leads the development and execution of Toronto Hydro’s regulatory strategy. Leading major rate and other regulatory applications, this role also oversees regulatory analytics and regulatory law functions which includes ensuring compliance with evolving regulatory requirements. As a trusted advisor to senior leaders, the Director drives timely and effective regulatory outcomes that support long‑term financial sustainability while fostering strong relationships with key regulators and stakeholders.

KEY RESPONSIBILITIES:
- Leads the design, development and execution of complex, multi-year regulatory strategies and rate application workplans, rate models, forecasts, studies, and other high-quality evidence
- Provides strategic, expert advice directly, and through a team of professionals, to collaboratively integrate regulatory with corporate strategy, capital investment planning, business planning, risk management, and other significant internal processes
- Leads and mentors a team of high-performing government relations and regulatory professionals, enabling curiosity, creativity, sound judgment, motivated high-performance, teamwork, and delivery of top-quality products for internal and external use
- Serves as Toronto Hydro’s representative in rate application, regulatory compliance, and similar proceedings, demonstrating the best expression of the company’s corporate values and culture, and often serving as the utility’s senior regulatory witness
- Develops trusted partnerships with the Ontario Energy Board, Independent Electricity System Operator, and key regulatory stakeholders to support regulatory applications, reporting and compliance, wholesale settlement, and other regulatory functions that advance overall achievement of the organization’s objectives
REQUIREMENTS:
- Bachelor’s degree in Business, Law, Public Policy or a related field
- A minimum of ten (10) to fifteen (15) of regulatory experience with a corporation in a heavily regulated industry, and/or a federal or provincial regulator
- Demonstrated leadership experience in at least one (1) major rebasing rate application for a large, regulated utility
- Five (5) or more years of progressive leadership experience
- Extensive knowledge of the Ontario Energy Board (OEB), its processes and precedents
- Knowledge of OEB regulations, codes, policies, record-keeping and reporting requirements, and rate application filing requirements
- Knowledge of the Independent Electricity System Operator and its processes associated with the wholesale market as they are applicable to regulated electricity distributors
- Knowledge of regulatory laws within the commercial context
- Regulatory analytics, financial analysis and political acumen
- Bachelor of Laws (LL.B) or Juris Doctor (JD) is considered an asset, with membership in good standing with the Law Society of Ontario required where legal credentials are held
- Excellent presentation and written communication skills, with a proven ability to negotiate and influence
- Proven ability to manage changing priorities and work effectively in ambiguous settings
- Superior strategic thinking, problem-solving, and project management skills
- Strong relationship management skills to work collaboratively with leaders, internal and external stakeholders, including outside legal counsel, advisors, and regulators

This position is based in a hybrid environment allowing for remote work two days per week, based on business needs. Employees will be required to come onsite Tuesday to Thursday. You are expected to live in Ontario and within reasonable commuting distance of the office.
