WORK ILLUSTRATION:

Responsible for the direction, planning, execution, reporting, follow-up and continuous improvement of the internal audit and compliance systems for the organization and supporting remediation activities to manage risks and controls by enhancing the reliability of systems and processes for the organization.  The incumbent is accountable to provide leadership to the organization to effectively monitor and manage internal control and compliance activities to meet regulatory, financial and legal requirements, including Bill 198 requirements, and for the assessment of entity (or company-level) controls, information technology general controls and fraud.  In addition, s/he works collaboratively with business unit leaders to review business systems and processes and identify risks (proactive and reactive), controls and mitigation plans to enhance reliability and support operational and compliance performance.  

 

The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.

 

KEY RESPONSIBILITIES:       

  • Proposes and develops annual corporate audit plan. 
  • Leads, coaches and mentors a team of professionals to execute internal audit and compliance activities including planning, scoping, risk assessment, audit program development, fieldwork, documentation, fraud identification and procedures, monitor outcomes, follow-up and create concise audit reports on audit plan results (for presentation to senior management and the Audit Committee). 
  • Interacts with audit committee and external auditors regarding the internal audit activities, outcomes and mediation plans.
  • Conducts audit activities to support legal, regulatory and financial including Bill 198 compliance, providing leadership to effectively monitor and manage internal control activities to meet regulatory requirements; prepares documentation for signoff by Chief Financial Officer and Chief Executive Officer.
  • Proactively engages business unit Executives and Senior Management on identification of operational audit risks, and collaboratively supports the development and implementation of risk, mitigation and control plans.
  • Aligns internal audit plans to enterprise risk management processes and annual risk plans to ensure audit plans reflect identified corporate risks, and maintain and monitor processes between Internal Audit and Enterprise Resource Management to ensure a proactive and timely of risk and control across the organization
  • Continuously improves internal audit and compliance processes and systems to reflect industry best practices.

                                    

Successful candidates must possess the following competencies and will be pre-screened for those bolded, prior to the interview portion of the selection process. Competencies are listed in order of significance.

 

COMPETENICES:                      

  • Undergraduate degree in Accounting, Finance or Business (Graduate level degree preferred)
  • Chartered Professional Accountant (CPA, CA, CPA, CMA or CPA, CGA)
  • Certified Internal Auditor (CIA) or Certified Internal Systems Auditor (CISA), preferred
  • 10+ years in an internal audit function, including financial, operational, entity, and IT audits.
  • 5-8 years leadership experience.
  • Experience in a regulated environment and/or a construction or manufacturing environment is an asset.
  • Knowledge of fraud audit, Information Technology General Controls (ITGC) and internal audit best practices.
  • Solid understanding of COSO (Committee of Sponsoring Organizations of the Treadway Commission) framework
  • Extensive understanding of Bill 198/Ontario Securities Commission or Sarbannes-Oxley compliance requirements (related to, but not limited to, internal controls over financial reporting).
  • Superior stakeholder management/engagement skills
  • Project management skills
