WORK ILLUSTRATION:
Toronto Hydro is looking for a Director, Health & Safety to lead a high-performing safety team focused on driving cultural change and advancing a proactive, learning-based approach to health and safety. Reporting to the Vice President, Safety & Technical Development, you will oversee the development, implementation, and continuous improvement of health & safety programs and procedures. Leveraging your expertise in safety management system assurance, occupational health and safety, operational readiness, and emergency management and business continuity, you will ensure compliance with regulatory requirements while strengthening and evolving a culture of safety excellence across the organization
The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.
KEY RESPONSIBILITIES:
- Leads the operation and sustainment of a certified occupational health and safety management system and program aligned to organizational strategy, purpose and values.
- Guide the development and execution of annual health and safety plans to strengthen safety culture and drive continual improvement.
- Oversee the development and maintenance of health and safety systems, policies, programs and procedures to support performance.
- Inspire others and foster a learning culture by working with stakeholders to influence safety behaviors and embed safety into daily operations
- Lead the incorporation of Human and Organizational Performance (HOP) principles into elements of the management system.
- Confirms occupational health and safety audits are scheduled and conducted in accordance with standards to verify conformance with established practices, controls and legislation (where applicable). and drive improvements based on findings to create a safer work environment.
- Monitor and report on key performance indicators
- Monitor contractor safety, WSIB return-to-work programs, and wellness initiatives, providing expert support for change management and training.
- Oversees incident investigation process to confirm investigations are documented in a thorough, timely manner that promotes positive safety leadership, and result in effective learnings and corrective actions.
- Ensures legal compliance with all applicable and prescribed legislation .
- Leads, develops, provides oversight and expert technical/functional leadership/advice to the safety team.
- Leads the organization’s framework, processes and procedures for emergency management and business continuity to improve organizational resiliency. Confirms plans, standards, stakeholder management activities, tools and procedures are in place, tested and practiced for emergency management response and business continuity for critical organizational functions.
- Develops, maintains and strengthens relationships with regulatory agencies and other stakeholders to ensure compliance with regulations and best practices.
- Oversee timely and accurate delivery of health and safety communications, training, and compliance initiatives.
REQUIREMENTS:
- Bachelor’s Degree in Occupational Health and Safety or a combination of education, training, and experience deemed equivalent.
- Canadian Registered Safety Professional (CRSP) preferred
- Master of Safety or Master of Business Administration (MBA) an asset.
- Ten (10) or more years of progressive technical/ professional experience, with demonstrated progressive senior leadership experience in safety management with a focus in utility, engineering or construction industries preferred
- Experience with planning and executing emergency management and business continuity fundamentals. Certified Business Continuity Professional (considered an asset)
- In depth knowledge of municipal, provincial, and federal EHS legislation including the background and case law for the legislation, including environment, health and safety management systems, e.g. , ISO 45001
- Experience developing and implementing safety policies, procedures, and programs.
This position is based in a hybrid environment allowing for remote work two days per week, based on business needs. Employees will be required to come onsite Tuesday to Thursday. You are expected to live in Ontario and within reasonable commuting distance of the office.
