Capital & Maintenance Program Analyst

Reporting to Supervisor, Metrolinx Project, the Capital and Maintenance Program Analyst is responsible for the effective business operations associated with Major External Projects within Engineering and Construction. Additionally, this role develops and tracks processes, procedures, and tools to ensure governance and compliance to the delivery of THESL Major External Projects. The analyst will coordinate with System Planning and other internal stakeholders on major capital infrastructure initiative projects, monitor and manage the progress of Major External Initiated projects.




  • Gathers large data from various sources, analyzes and identifies gaps/trends and variances (plan vs actual) pertaining to THESL Major External Projects. 
  • Prepares reports pertaining to the analysis of results to senior management and executives for decision making. 
  • Provides timely and accurate reporting on a weekly and monthly basis for Major External Projects.
  • Analyzes gaps and trends for various programs and portfolios.
  • Manages portfolios and ensures programs attainment, spend, ISA, schedule adherence, procurement materials, IOP units and resources allocation.
  • Identifies gaps/trends and root causes and recommend solutions. 
  • Supports and participates in the development of OEB applications; gathers data, data analysis, and data reporting, and ensures data accuracy. 
  • Assists in the development and preparation of justification narratives, assist with responses to interrogatories, and respond to witness preparation needs related to THESL Major External Projects.
  • Assesses and evaluates capital expenditures, operating expenses, identifies new opportunities, develops processes and procedures to ensure governance and compliance. 
  • Develops tools, templates, and databases to ensure effective and efficient delivery of Major External Projects. 
  • Identifies IT solution opportunities and develops business cases to improve the productivity and efficiencies related to Major External Projects.
  • Oversees and manage the Change Requests, documents scope/cost/schedule changes related to Major External Projects.
  • Liaises with internal and external stakeholders to ensure the effective progress of each program.    




  • Bachelor degree in Business Administration or Engineering.
  • Five to seven (5 to 7) years’ experience in data analysis, gap analysis and reporting results.
  • Three (3) or more years’ experience in business process redesign, analysis for business projects, identifying areas for improvement, and development of new initiatives.
  • Project Management Professional (PMP) designation is an asset.
  • Experience with process mapping and procedure writing.
  • Excellent verbal and written communication skills.
  • Solid understanding of regulatory obligations and the rate application process.
  • Sound knowledge of risk based asset management models and statistics.
  • Familiarity with planning and records software including Ellipse, GEAR, etc.
  • Excellent analytical and business solution development skills, including the proven ability to function effectively in a dynamic environment.
  • Advanced working knowledge in MS Excel, MS Visio, MS Project and MS Access.
  • Knowledge of process design and re-engineering techniques.
  • Advanced knowledge of writing SQL queries to support data analytics, including strong understanding of database structures.
