CDM Technical Analyst (Contract)

The Technical Analyst supports the requirements of the provincial Conservation & Demand Management (CDM) framework while carrying out technical tasks associated with CDM business development, the evaluation of emerging technologies, program planning and management, and the tracking, measurement, evaluation, and reporting of CDM results.  The Technical Analyst undertakes a wide variety of technical analysis and research projects, as they may relate to CDM business operations that necessitate working with various internal and external parties to meet project delivery requirements and overall CDM program targets. 


The incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.



  • Designs, refines and implements evaluation, monitoring, and verification activities for individual projects to achieve CDM targets.
  • Interfaces and negotiates with customers. May be customer advocate or push-back with customer technical staff or engineers.
  • Researches and evaluates customer markets and emerging technologies in the field of energy management to propose and develop successful new pilots and programs
  • Develops presentations and key messaging for communication to important internal and external stakeholders              
  • Performs pilot and program level analysis and presentation of results - with internal staff, other utilities, and the IESO, to enhance CDM strategic delivery
  • Supports key CDM-related activities including development of departmental plans, regional plans, contributions to Toronto Hydro regulatory requirements and rate filings



  • Engineering Degree or Technologist Diploma (P.Eng or CET preferred)
  • Certified Measurement & Verification Professional (CMVP) or willingness to complete
  • Minimum of two (2) years' work experience in utility or energy management industries
  • Project and program evaluation, including measurement and verification of results
  • Enhanced written and verbal communication skills with strong attention to detail
  • Ability to plan, coordinate, manage multiple priorities and meet strict deadlines
  • Advanced Excel skills and strong computer skills in general an asset
  • Ability to query and manage data and understand SQL an asset
  • In-depth knowledge of current CDM legislative and operational structure in Ontario, current CDM program landscape, and best energy management practices
  • Exposure in project-level engineering analysis (e.g. load and savings calculations), statistical data interpolation and extrapolation (e.g. regression modeling), and quality assurance with respect to financial and conservation forecasts and results
  • Resourceful and efficient research and information gathering capabilities
  • High-level report writing, editing, and presentation skills
  • Strong conceptual and critical thinking skills
  • Carry out projects independently while maintaining quality and efficiency
  • Understanding of mathematical modeling and building and energy science
  • Knowledge of business administration and processes
  • Excellent analytical problem solving skills – technical, process, and business
