Audit & Compliance Consultant

The Audit & Compliance Consultant, Reporting to the Director of Internal Audit & Compliance, is responsible for the design, development, implementation, management, and maturity of the functional governance programs (Internal Audit, Compliance and Policy) of the Audit and Corporate Compliance Department.  More specifically, the management of the programs includes conducting internal audits and assessments to manage and mitigate corporate risks, ensure compliance to organizational policies, programs and applicable legislation and regulation and improve financial and operational controls.  Working with assigned internal clients, the incumbent provides an arms-length review of organizational processes to assess alignment of programs and plans with associated controls, employee understanding and engagement.  In addition, s/he reviews and reports on risk exposure and mitigation and outcomes, providing recommendations to strengthen and continuously improve plans and processes to minimize risk exposure.  In addition, the Audit & Compliance Consultant supports the preparation of materials for presentation to the Audit Committee and Corporate Governance and Nominating Committee and may be involved in investigations to address escalated issues to the Customer Advocate and/or internal fraud investigations.

A large component of this job is working directly with the Executive and Senior Management Team to provide advice, consultation and recommendations for the alignment and integration of the Audit and Corporate Compliance Department’s functional programs into business unit operations. The Consultant also collaborates with internal stakeholders at all levels to project manage, and ensure the maturity of the programs. 

The Incumbent is expected to behave ethically and follow the established code of business conduct, policies and internal control procedures, laws and regulations governing Toronto Hydro.



  • Strong strategic business focus and commitment to partnering with business units to enable them to meet their objectives.
  • Works with identified internal clients to conduct internal audits and assessments to manage and mitigate corporate risks and reduce risk exploitation.  Supports business leaders to audit operational and financial controls and recommend appropriate solutions to ensure corporate compliance with applicable policies, programs, legislation and regulations.  Works with clients to develop risk mitigation mechanisms, plans and measurement vehicles are in place to monitor and control corporate risk exposure likelihood, frequency and impact. 
  • Develops and updates audit work programs (narratives, risk and control matrices, testing programs) to identify and test key financial and operational internal controls. Reviews, assesses compliance and recommends amendments or changes to existing corporate and divisional business continuity plans, compliance programs and/or policies.  Provides oversight and governance to ensure divisional plans are in place, communicated and understood by internal and external stakeholders, are tested, measured and monitored.
  • Actively manages the business unit’s progress to close audit, risk and compliance gaps and ensures new processes and procedures are functioning as designed and are properly embedded in the organization.
  • Develops key strategic relationships internally to understand the Business Units and their requirements, so that the programs can best integrate into the BUs best practices and help them achieve their strategic goals.



  • Undergraduate degree in Business Administration, Commerce, Accounting/Finance, Law or related degree
  • Chartered Professional Accountant, preferable along with any additional certifications including: Certified Internal Auditor, Certified Risk Management Professional, Certified Information Systems Auditor or Juris Doctor.
  • Seven (7) to ten (10) years’ experience planning and executing financial, operational or IT related audits or risk assessments (Utility experience a strong asset but not a requirement)



  • Audit best practices and an understanding the COSO (Committee of Sponsoring Organizations of the Treadway Commission), or Legislative Compliance Management Systems.
