The Enterprise Risk Consultant is responsible for the design, development, implementation, management, and maturity of the organization’s enterprise risk management and strategic project risk management programs (as operated by the Business Law and Governance Department) 

As the Enterprise Risk Management program is undergoing a review and renewal in 2019, this position will be vital to ensuring that revamped processes are developed to meet not just industry best practices, but more importantly the specific needs and context of Toronto Hydro.  This position will be crucial to implementing and managing these processes with the organization’s diverse business units and ensuring we build a culture where enterprise risk is at the forefront of decision making.  More specifically, the management of the enterprise risk program includes conducting information gathering engagements and analysis and assessments to manage and mitigate corporate risks.  Working with assigned responsible internal clients, the incumbent undertakes information gathering exercises, and provides risk management expertise, advice and consulting to assess management and control of known risk components and emerging risk issues, as well as developing organizational understanding of risk.  In addition, s/he reviews and reports on risk exposure, mitigation and outcomes, while providing recommendations to strengthen and continuously improve plans and processes to minimize risk exposure.  In addition, the Enterprise Risk Consultant supports the preparation of materials for presentation to the Executive team and the Board of Directors.

A large component of this job is working directly with the Executive and Senior Management Team to provide advice, consultation and recommendations for the alignment and integration of the enterprise risk management program into business unit operations. The Consultant also collaborates with internal stakeholders at all levels to project manage, and ensure the maturity of, the programs.  Because of the strategic and functional nature of the enterprise risks identified as being material to the organization, the incumbent is expected to have a good understanding of, and familiarity with, the operational elements of the electricity distribution business.  This can allow the incumbent to most effectively interact with business unit representatives and digest information arising from those interactions.

 

RESPONSIBILITIES:

  • Strong strategic business focus and commitment to partnering with business units to enable them to meet their objectives.
  • Works with identified internal clients to conduct ongoing reviews and analysis of strategic and functional risks.  In this way, trends are identified, corporate risks are managed and mitigated, and the opportunity for risk exploitation is reduced.  
  • Works with clients to develop risk mitigation mechanisms, plans and measurement vehicles to monitor and control corporate risk exposure likelihood, frequency and impact. 
  • Provides oversight and governance to ensure enterprise risk plans are in place, communicated and understood by internal and external stakeholders, are tested, measured and monitored. 
  • Develops tools to enhance the effectiveness of enterprise risk management processes.
  • Organizes effective means of measuring the status and trends of enterprise risks and reporting upon the same.
  • Provides support to Strategic Projects in measuring their risk exposure and their ability to drive and capture opportunities.
  • Develops key strategic relationships internally to understand the Business Units and their requirements, so that the programs can best integrate into the BUs best practices and help them achieve their strategic goals, while considering a holistic enterprise-based strategic view.

 

QUALIFICATIONS:

  • Undergraduate degree in Engineering, Business Administration, Accounting/Finance, OR Chartered Professional Accountant, Certified Risk Management Professionals OR a relevant Degree
  • 3-5 years’ experience planning and executing financial, operational or IT related audits or risk assessments (Utility experience is preferred)
  • Experience with enterprise risk management models and systems.

 

COMPETENCIES:

  • Risk management best practices and an understanding of COSO (Committee of Sponsoring Organizations of the Treadway Commission), ISO 31000 Risk Management, and/or electricity industry Enterprise Risk Management (ERM) frameworks.
